When the Broadband Stimulus project started, the advice I gave to many companies was as follows: strict accounting controls better be in place or people will end up in jail. I advised that if you didn't have a CPA before applying, then don't bother applying, because you will need a CPA and bookkeeper and for the tens of millions a comptroller to oversee compliance, tracking, and more.
Fast forward to 2011, the NFBA is in hot water for no-bid contracts, compliance and spending issues. Read about it here and there. More to come.
