Local Phone Rate Hikes

During the merger, it promises rate freezes, but now AT&T and Embarq are in Nevada asking for rate cap elimination. Too much competition (from where? Cable?) means that they need to raise rates. How will that help you keep customers? Raise rates? Pundits talk about cable rates going up, but my local (and even my LD rates) have gone up more than my cable bill has.
