Why Even Bells Need Net Neutrality

A great blog post by Daniel Berninger of Tier 1 Research describing how the right-of-way to lay fiber in communities has a Net Neutrality obligation associated with it: "they all specify that access to state right-of-way at largely no cost or limit requires common carrier status (aka net neutrality.) The loss of common carrier status invalidates the contracts.
