VOIP Providers have 120 days for Enhanced 911

Too many vague terms in this order: "Interconnected VoIP" and "telecommunications carrier" The order states, "The incumbent LECs are required to provide access to their E911 networks to any requesting telecommunications carrier." As if the BOCs are going to sell access to ISPs without a CLEC license. And if I buy PRIs from CLEC X, does that make me either an "Interconnected VoIP" provider or a "telecommunications carrier"? As I wrote to Chairman Martin and Commissioner Abernathy this morning, this order comes off like a club being swung by the ILECs. Wireless - mainly owned by ILECs - still doesn't have enhanced 911, yet VOIP is supposed to bang it out in 120 days!! The VON Coalition kind of did this to themselves by not choosing better language as well as not spelling out the 911 clearly. (Also, 411 and Dirctory listing). And always selling VOIP as a cheaper voice replacement service. If you watched the meeting, there was wringing of emotion and praising God. I could parade a bunch of people who would explain that these people should have understood that VOIP isn't POTS. And another bunch who would have asked how come wireless gets away with no E-911 after almost 10 years?!!!! Yet another victory for the Big Gorillas. (It costs Vonage $1M per month for E-911 with just 600k users). .... Abernathy did mention a 3AM addition about labeling requirements for VOIP 911.
