at&t's wild blue plan

at&t has extended its offering of broadband via satellite (Wild Blue). [source & other] So its broadband promise to the FCC will be fulfilled with satellite. It's TV competition will be via DBS - both DISH and DirecTV. That's not exactly what the original promise was, but then when have the RBOC's ever lived up to their promise?
