FCC on Net Neutrality

FCC Commissioner Copps says that the FCC has authority under current law to impose Net Neutrality. However, Harry Potter looking FCC Chairman K-Mart doesn't feel the need to do that. Why wouold he? That would stop the Bells from loving him.
