Why State or National Franchise Screws the City

_When a city or county grants a franchise agreement, they usually receive some benefit for the use of right-of-way. Those benefits include public access channels, maybe access to a TV study, free service to government buildings, but certainly franchise fees. Governments are looking for ways to meet their budget without increasing taxes. If cablecos still have to pay franchise fees, so should phone companies. [How did the phone company get access to the right-of-way for internet and TV over-builds anyway???]
