It's amazing to mean that the TeleBarons (that would be the phone companies) would spend so much money on lobbying, fines, and litigating to capture the last 7% of the market. Depending on who you talk to, the 7% is the market share of DSL that independent ISPs current hold. Look at it from this angle: 7000 ISPs hold 7% of the market and 5 ILECs hold 93% today. That would a result of the current regulatory environment.
