California Commission Opens Broad Deregulation Inquiry

"On April 7, 2005, the California Public Utilities Commission (“CPUC”) initiated a rulemaking “to develop a uniform regulatory framework for all telecommunications utilities except small incumbent local exchange carriers (“ILECs”).” Although the rulemaking asks interested parties to propose specific regulatory frameworks, its primary focus will be consideration of a deregulatory framework set forth in the rulemaking notice..... Both Brown and Grueneich expressed concern that the Commission simply did not have the resources to devote to a proceeding of this magnitude while at the same time reviewing the SBC/AT&T and Verizon/MCI mergers, and completing the further work on the Consumer Protection Rules promised by the end of this year. " [Just goes to show that the RBOCs have escalated their fight to such a stage that no opponents can stand against it. They have overwhelmed the FCC with dockets and petitions, as well as Congress, State PUCs, and state legislatures.]
