That's the case with the Universal Service Fund (USF), and it applies equally as well to its handling of intercarrier compensation, two issues over which the FCC has been grappling. Although the FCC gave wireless carriers some relief from local wireline carriers' call termination charges, the agency left the larger questions of compensation up in the air.
