DSL Wireline Broadband Order

Dave Baker, VP of Law & Policy at EarthLink, spoke about the FCC's DSL Wireline Broadband order that was published in the Federal Register on 10/17/05 and becomes effective on 11/16/05. ISPs have 1 year to "negotiate" a private carriage agreement for DSL with the RBOCs. The order eliminates Computer Inquiry non-discrimination rules as well as eliminating Title II access requirements in one year. The FCC wants facilities-based competition (inter-modally). I use the term "negotiate" lightly because it's more like you take what they offer. Please keep in mind that you will not be getting a competitive rate, so you need to base your business on managed services. There is 60 days to appeal the order; ELN is thinking about it. Change your business so you make your revenue from services.
